One way Metro coordinates its regional forecasts with local governments is to distribute the regional forecasts to smaller geographic areas. This is done via MetroScope, Metro’s land use and transportation modeling tool.
The Regional 2040 Distributed Forecast staff report (above) explains how Metro and local governments collaborated to forecast where population and employment growth will be accommodated based on current zoning and adopted transportation plans, environmental regulations and development incentives.
