Description of facility and application
The application that Tidewater Barge Lines submitted to Metro for a new license to accept and deconstruct marine vessels (e.g. boats and barges) and sort recyclable materials at the Sundial Marine Construction & Repair site has been approved for a limited duration term of six months.
The public comment period will remain open until 5 p.m. on September 8, 2017.
The purpose of this limited duration license is to respond quickly to the environmentally sensitive situation caused by the derelict vessels in Goble, Oregon as described below. The short-term license will provide flexibility for Metro to later incorporate additional license conditions if necessary to address observations of the site once it is operational as well as any feedback it receives from the public and other interested parties during the comment period.
The facility will accept vessels, identify waste and recyclable materials on the vessels, deconstruct the vessels, and transfer the materials to containers for transport and proper disposal/recycling. The facility formerly operated as a ship construction and repair facility for 40 years until 2011 when activities at the site ceased.
Initially, the Tidewater facility will receive derelict vessels from the State of Oregon (Department of State Lands) currently docked near Goble, Oregon. Tidewater was the successful proposer on a state RFP for the clean-up and disposal of the Goble site. The Goble site has approximately 10 derelict vessels that are in serious states of disrepair and require proper disposal immediately. The derelict vessels are leaking and starting to sink, and must be removed from the river as soon as possible to mitigate further environmental impacts. Tidewater hopes to have the boats moved and processed by November 1 – before winter rains set in and create an even bigger problem.
The term of the license is six months and extends through Feb. 28, 2018.
According to City of Troutdale, the use is allowed.
