January 1, 2024 update
Metro held a 30-day public comment period on a new solid waste facility license application for Ridwell, Inc. from March 14 to April 12, 2024. Metro received 22 comments during the comment period. Metro issued a new solid waste facility license to Ridwell, Inc. that became effective on April 24, 2024 and will expire on December 31, 2028. The license, staff report and comments received are now available.

Description of facility and application
Rapid Response Bio Clean, Inc. (Rapid Response) applied for a new Metro solid waste facility license to conduct the following solid waste activities at its Synergy Environmental Disposal Facility:
- Consolidate garbage and recycling generated from the deconstruction of recreational vehicles (RVs) and boats for transport to authorized recycling facilities and disposal sites.
- Accept and temporarily store medical waste that has been packaged in containers prior to delivery to a medical waste management company for processing and disposal.
- Accept sharps, such as syringes and needles, for sterilization and processing to reclaim plastic and metal for recycling.
The facility must obtain a solid waste facility license from Metro. Rapid Response holds a Dismantler Certificate issued by the Oregon Department of Motor Vehicles (DMV), a Waste Tire Carrier Permit issued by the Oregon Department of Environmental Quality (DEQ), and is in the process of applying for a DEQ Solid Waste Transfer Station/MRF Permit. The Oregon Health Authority has approved the system that is used at this site for processing sharps.
The property is zoned General Industrial (GI), and the proposed land use is allowed in this zone by Clackamas County. Synergy First Call and Synergy Crematory are separate business that are co-located at this facility whose operations are not included in this proposed license.
A copy of the license application can be downloaded from the link below. Metro will respond to the comments received during the public comment period as part of a staff report which will be posted to this page when available. If the application is approved, Metro will issue a new license authorizing the facility to conduct the solid waste activities as described above. A standard Metro license generally has a term of five years. Metro may add additional requirements to the license based on the comments received.
