July 1, 2024 update
Metro held a public comment period on a new solid waste facility license application for EFI Recycling from April 18 to May 17, 2024. Metro did not receive any comments during the comment period. Metro issued a new solid waste facility license to Environmental Fibers International, Inc. to operate the facility. The term of the license began on July 1, 2024 and will expire on June 30, 2029. The license, staff report and comments received are now available.

Description of facility and application
Environmental Fibers International, Inc. submitted an application to Metro to renew the solid waste facility license for its EFI Recycling facility in Portland. The facility’s current license (No. L-151-19A) authorizes EFI Recycling to receive recyclable materials such as cardboard, paper, plastic, metal and glass for sorting, consolidation and transport to recycling markets. The facility has not proposed any changes to its current operation.
EFI Recycling has been licensed by Metro since 2019. The property is zoned General Industrial (IG2) by the City of Portland and the facility’s proposed activities are allowed outright in this zone by the city. The facility holds a 1200-Z Industrial Stormwater Permit issued by the Oregon Department of Environmental Quality.

Metro will respond to the comments received during the public comment period as part of a staff report which will be posted to this page when available. Metro may add additional requirements to the license based on the comments received. If approved, the new license would take effect on July 1, 2024 and remain in effect for five years.
