Description of facility and application
Far West Recycling submitted an application to Metro to renew the solid waste facility license for its Portland facility. The facility’s current license (No. L-051-19A) authorizes Far West Recycling - Northeast Portland to receive recyclable materials such as paper, plastic, metal, glass and electronic devices for sorting, consolidation and transport to recycling markets. The facility seeks additional authorization from Metro to receive and manage household lightbulbs and batteries that are collected by franchised haulers as part of extended recycling programs established by certain jurisdictions within greater Portland.
Far West Recycling - Northeast Portland has been licensed by Metro since 2019. The property is zoned General Industrial (IG2) and the proposed use is allowed outright in this zone by the City of Portland. The facility holds a Solid Waste Disposal Site Permit for a Material Recovery Facility, and a 1200-Z Industrial Stormwater Permit, both issued by the Oregon Department of Environmental Quality.
A copy of the license application is available below. Metro will respond to the comments received during the public comment period as part of a staff report which will be posted to this page when available. Metro may add additional requirements to the license based on the comments received. If approved, the new license would take effect on July 1, 2024 and remain in effect for five years.
