Join this public hearing to comment on administrative rules for the new supportive housing services income taxes. Metro is proposing administrative rules to give direction and add clarity to the new Metro tax codes that allow the agency to implement, collect and enforce personal and business income taxes. These chapters were adopted by Metro Council in December 2020 as part of the supportive housing services tax implementation. The administrative rules are based on Metro Code chapters 7.05, 7.06, 7.07.
Please read the attached documents before commenting. The first two provide draft language for the administrative rules. The third document is not part of the administrative rules but is included as a helpful reference. It compares the proposed Metro business income tax administrative rules to the rules for the City of Portland business license tax and Multnomah County business income tax.
Your comments and feedback can be provided to stakeholders during this online meeting. You will be able to share comments verbally for 2-5 minutes in a public hearing format.
If you are not able to attend, you may provide written comment between May 1 through May 30.
A public comment report will be posted to the taxes and funding page around June 7. Metro's chief operating officer will consider adoption of the administrative rules on June 21. Rule is effective immediately upon adoption.
