Two candidates file for District 6; five file in District 5 Tigard's mayor, in Washington, D.C. for a JPACT lobbying trip, says he'll focus on "complete transportation system" that's "functional for the future." Race to replace Barbara Roberts on the Metro Council will be settled in May, while the election for the seat held by Rex Burkholder could go into November.

Troutdale, Metro close to agreement on habitat preservation rules

Agreement could head off April 12 enforcement vote The region and city have been negotiating for years in an effort to get Troutdale in compliance with Title 13 of Metro's urban growth plan, which says property owners must make up for sensitive habitat lost in development. After the Troutdale City Council shot down a proposal in late 2011, the Metro Council took the unprecedented step of moving toward sanctioning Troutdale for its failure to comply.

Lawsuit alleges urban, rural reserves violate U.S. Constitution

In the suit, Katherine and David Blumenkron and Springville Investors, LLC, also say that Multnomah County, the region and the state "did not apply the land use statutes… in the manner intended by the Oregon State Legislature" when designating urban reserves.

Conservation Registry database helps track environmental protection projects

The Conservation Registry, created by the environmental advocacy group Defenders of Wildlife, features an online portal with project-mapping tools, dashboard displays and filter/search functions. Metro transferred its Regional Environmental Information Network data to the nationwide registry last month at a cost of $13,000.
