Independent panel will consider additional investment in parks, natural areas

The 15-member panel, which will meet for the first time today, is expected to make a recommendation in August. Metro chief operating officer Martha Bennett appointed the group at the request of the Metro Council, which is studying challenges and opportunities at Metro’s 16,000 acres of parks and natural areas.

The Metro Council today dismissed enforcement actions against Troutdale regarding compliance with regional habitat protections, following the Troutdale City Council’s adoption of an ordinance on June 12 that brings the city into compliance with Metro’s requirements.

The survey was part of an ongoing effort by Metro to craft a possible operating levy for the 11,000 acres of regional natural areas, purchased in the last two decades after two successful bond measures. Money from the bond measures can't be used to operate nor maintain the preserves.

Metro contracts with a private operator to run the golf and tennis facilities; the current operations contract expires this year and Metro is seeking community input on selecting a new one. An Opt In online survey will come out Monday, June 18 asking the community to weigh in on their priorities for improvements at Glendoveer.

Open houses kick off community outreach for the Westside Trail master plan

Back-to-back open houses were held last week to begin the community conversation over the future of the Westside Trail. When complete, the trail will be a car-free connection to rivers, parks, cities and people in Washington and Multnomah counties.

Metro, along with the North Clackamas Parks and Recreation District, the cities of Happy Valley and Portland and Clackamas County, is leading the development of the Mount Scott/Scouter Mountain Trail master plan.

Open houses scheduled next week for Westside Trail information

Metro is working with residents, cities and counties, the Tualatin Hills Park and Recreation District and community organizations to create a vision for an uninterrupted path for people to travel to work, shopping, schools and nature. Once complete the trail will offer a 25-mile north-south route from the Willamette River near Forest Park to the Tigard and King City.

Metro sold $140 million in bonds, and got a $25 million premium for those bonds, meaning the buyers are slated to give the regional government $165 million next month. Metro will then pay back the debt – $140 million – at 2.27 percent interest before 2028.

Every project must be accessible to the public, and a Metro grant can foot the bill for a maximum of one-third of the total cost. Recipients typically buy land, restore it, improve neighborhood livability or fuel an urban transformation – and this year’s six projects represent all those categories.
