Carl Hosticka has been named Deputy President of the Metro Council. He was appointed to the position by President Tom Hughes, and confirmed by the Metro Council to serve a one-year term through December, 2011. Hosticka represents District 3, which includes portions of Washington and Clackamas counties and the cities of Beaverton, Durham, King City, Sherwood, Tigard, Tualatin and Wilsonville.
As deputy, Hosticka leads the council when the president is absent and assists with management of the council's legislative agenda and calendar. He was appointed during the new council's first meeting of 2011, which featured public review of external audits, an introduction to new enhancement grant projects and the council's vote to endorse a statewide ban on single-use plastic bags.
Hosticka serves as the lead councilor for Metro's Performance-Based Growth Management project, with the goal of ensuring that growth management decisions are consistent with and reinforce the region's aspirations for compact development and urban revitalization. Future growth management decisions under this structure would be tied to efficient development in centers, corridors and employment areas. This is part of Metro's work to create vibrant communities.
Hosticka has served in varying capacities on the Metro Council and has been the elected councilor for District 3 since 2004.
