Description of facility and application
Metro issued Solid Waste Facility No. L-041-20 to the City of Portland to operate Sunderland Recycling Facility, an existing leaf composting facility, which became effective on July 1, 2020 and expires on June 30, 2025. Metro has a longstanding practice of providing public notice and a 30-day comment period for a license renewal application before deciding whether to approve or deny it. However, Metro delayed the public comment period for this license by six months due to the COVID-19 pandemic. Metro is soliciting comments on this application from Oct.1 to 30, 2020, and may amend the license based on new information received during the public comment period.
Sunderland Recycling Facility is authorized to compost leaves collected seasonally by the city of Portland Bureau of Transportation during its fall leaf removal program. The facility does not accept food waste or any other types of waste and does not accept waste from the public or commercial solid waste haulers.
The facility is owned and operated by the city of Portland and has operated as a Metro-licensed facility since December 1997. Compost has been processed at the site since 2001. The facility property is zoned General Industrial and operation of this facility is allowed in this zone by the city of Portland. The facility holds an Oregon Department of Environmental Quality (DEQ) Composting Facility Registration and a DEQ General Air Containment Discharge Permit.
