A screening committee made up of independent experts has recommended that Metro fully or partially fund 17 projects that will support the development of sustainable, vibrant communities, safe and walkable neighborhoods, and local jobs throughout the region.
The screening committee chair, Tim Smith of SERA Architects, presented their recommendation to the Metro Council at its work session today. Of the 17 projects forwarded, the committee recommended fully funding 15 of them.
Public agencies within the Portland metropolitan area applied for a share of the $3.5 million available from Metro's community planning and development grant program. Funded through construction excise taxes assessed on construction permits issued within the Portland metropolitan region, the grants are meant to help local jurisdictions make land within the urban growth boundary ready for development.
A key criterion to receive funding was a focus on development or redevelopment in or near centers, corridors, main streets, station centers, employment areas or industrial areas that enhance the region's 2040 Growth Plan.
In response, several of the letters of intent proposed projects for revitalizing and maintaining the distinctive character of industrial neighborhoods and historic downtowns.
"The Committee included a wide range of public and private perspectives, professional backgrounds, and knowledge about projects, jurisdictions and geographic interests," said committee member Sumner Sharpe of Parametrix. "This was critical in ensuring careful and thoughtful deliberations about the ability to move development ahead while addressing regional needs, opportunities and equity."
The projects fell into three broad categories, including implementation strategies for developing targeted sites, area plans (including financing strategies to get ready for development), and longer term planning studies to develop the infrastructure needed to meet local aspirations.
Metro chief operating officer Michael Jordan will make a final recommendation for Metro Council consideration prior to a final funding decision by the council on June 10.
