Description of facility and application
Northwest Landscape Services submitted an application to Metro for a new solid waste facility license to operate a facility that accepts and reloads yard debris and soil for disposal from a Japanese beetle quarantine area.
An infestation of Japanese beetle was detected by the Oregon Department of Agriculture (ODA) in the summer of 2016 in unincorporated Washington County, Oregon (Bethany and Cedar Mill area). The Japanese beetle is a destructive garden pest and if this infestation is not eradicated, damage to Oregon's nursery industry would be significant. Metro is working closely with Washington County, ODA, Oregon Department of Environmental Quality (DEQ), local garbage haulers, landscapers, Hillsboro Landfill, and the city of Hillsboro to collect, isolate, and dispose of yard debris and soil that is generated within the quarantine area.
The term of the proposed license would extend through June 30, 2022.
According to City of Hillsboro, the proposed use is allowed.
