May 20, 2019 update
Members of the Lents neighborhood gathered April 24 at Wattles Boys and Girls Club to discuss conditions involving the WestRock Recycling facility since the issuance of Metro’s six-month license, and to discuss whether any further improvements are needed as Metro considers extending the term of WestRock’s license. Metro staff shared the next steps in the process of issuing an amended Metro license for the facility, answer questions, and engage in conversation with concerned neighbors, city of Portland and WestRock representatives. Metro will issue an amended license to WestRock extending the term of its license to Sept. 30, 2023.

March 19, 2019 update
Metro is hosting a community conversation about WestRock’s recycling facility. The event will take place on Wednesday, April 24, 2019 from 6-8 p.m. at Wattles Boys & Girls Club, located at 9330 SE Harold Street in Portland. Description of facility and application
WestRock Recycling submitted an application to Metro for a solid waste facility license to receive and sort materials such as paper, plastic and metal for recycling markets. This type of facility was previously exempt from obtaining a Metro license. Due to recent changes to Metro Code (effective Jan. 1, 2019), WestRock Recycling is now required to obtain a license from Metro.
WestRock Recycling is owned and operated by WestRock CP LLC., a waste management company headquartered in Atlanta, Georgia. This site has operated as a recycling facility under various ownership since 1993, and WestRock has operated this site since 2015
According the the city of Portland, the proposed use is allowed.
