What is the Very Small Quantity Generator (VSQG) program?

The Metro very small quantity generator, or VSQG, program makes proper disposal of hazardous wastes convenient and affordable for businesses and keeps hazardous waste from harming the environment, humans and wildlife. Improper disposal of such waste violates Oregon law. If your business generates small amounts of hazardous waste, you may be eligible to dispose of it at a designated Metro facility as a very small quantity generator.

Your business is considered a Very Small Quantity Generator, or VSQG, if it:

produces less than 220 pounds (100 kilograms) of hazardous waste each month (about 25 gallons of liquid waste with a weight comparable to water)
produces less than 2.2 pounds of acutely hazardous waste each month
produces less than 220 pounds of spill-cleanup debris containing hazardous waste each month
stores no more than 2,200 pounds of hazardous waste on-site.

If your business exceeds any of these limits, you are not eligible for this program, and you must use a licensed hazardous waste hauler to declare and transport your waste. For more information, please contact the Oregon Department of Environmental Quality.

To apply to Metro’s VSQG program:

This information will help Metro staff determine whether the waste can be accepted and the disposal fee. A Metro representative will review your application, estimate the total fee and call to schedule a disposal appointment. If you have not been approved as a credit customer, the full disposal fee must be paid when waste is accepted at the facility.

State and federal hazardous waste laws limit the use of hazardous waste collection programs to those organizations that produce, in one month, less than 100 kilograms (25 gallons or 220 pounds) of hazardous waste, 2.2 pounds of acutely hazardous waste, or 220 pounds of spill-cleanup debris containing hazardous waste. Additionally, your organization must have accumulated less than 2,200 pounds of hazardous waste on-site. Organizations that generate more than this amount are required to use a licensed hazardous waste hauler to dispose of their waste.

Under penalty of law and for the purpose of receiving the benefits of Metro's Very Small Quantity Generator (VSQG) hazardous waste collection program, I certify that my organization complies with all requirements for Very Small Quantity Generator VSGQ) status, including those stated in the preceding paragraph. I understand that I must pre-register before I can drop off waste. I understand that only the types and quantities of waste listed on the waste inventory form and approved by Metro may be disposed of through this program. I also understand that Metro does not assume liability for my waste and that future liability remains with my organization. Metro may require me to retrieve wastes submitted for disposal.

For customers bringing paint: I also understand that PaintCare Inc., its sole member, and their agents, employees, member companies, officers, directors, successors, and assigns do not assume liability for my waste and that liability remains with my organization. I waive, release and hold harmless the entities and persons referred to in this paragraph from any liability, claim, injury, losses or damages arising from the provision of these materials to the Collection Facility.

Form help

To enter information in the "Waste Inventory" section, follow these guidelines:

Inventory number:

All containers must be labeled with a number that corresponds to this inventory.

Name or type of product:

List the product name or type.
Examples include "latex paint," "paint thinner," "Tidy Bowl," "Weed and feed, "Drano," "Simple Green," etc.

Content, chemical ingredients:

List the active ingredients or chemical name(s), if known.
Examples include "ethylene glycol," "petroleum distillates," "hydrochloric acid,"2,4-D," "ammonium chloride," etc.

Number of containers:

List the number of containers.

Size of containers:

List the unit of measure for the containers.
Examples include "1 gallon," "2.5 grams," "12 fluid ounces," etc.

Percent full:

List how full each container is, in 10% increments. Examples include "80%," "50%," "30%," etc.
