"To find something more affordable, I had to move farther south to the Tigard area."

Carol Castle looked for an apartment community for low-income seniors in Portland to be closer to her son and his family. But she struggled to find one that was within her budget.
For several years, Castle took care of her mother full time. But she had to semi-retire to withdraw social security income to support herself, after her mother moved into an assisted living home.
Castle stopped contributing to her 401K account after she was laid off in 2009. She has to work part-time because her social security income is only enough to cover rent. "I will have to work as long as I can in order to make ends meet," Castle said.
