Invisible to most travelers, operators are working hard to manage congestion in our region. Metro's regional Transportation System Management and Operations program had a unique opportunity to address the issue. Funded by the U.S. Department of Transportation's Intelligent Transportation Systems Joint Program Office, Metro wanted to understand how operators can better work together to improve travel for all users in a vital regional travel shed.

Agencies sat down with stakeholders to figure out how to move transit riders, commuters and freight more safely and reliably between downtown Portland and Troutdale. This report reflects a mutual understanding of what the challenges and opportunities are as corridor operators expand their capabilities and engage in partnerships that can result in instant responses to crashes, such as:
- coordinated adjustments to traffic signals
- traveler alerts that reach commuters before they depart
- capacity for vehicles on roads and at Park & Rides
- capacity available to more riders on transit vehicles themselves.
Agency partners are continuing to refine all the strategies contained in this report.
