Metro held a 30-day public comment period on the S&H Cornelius solid waste facility license renewal application from Oct 21. to Nov. 21, 2022. Metro received two comments during the comment period. On Dec. 15, 2022, Metro issued a solid waste facility license to S&H Cornelius. The term of the license began on Jan. 1, 2023 and will expire on December 31, 2027. The license and staff report are now available.

Description of facility and application
S&H Cornelius submitted an application to Metro to renew its solid waste facility license to operate a yard debris composting facility. S&H’s current license (No. L-067-18A) authorizes the facility to accept and process yard debris for creating compost. The facility also accepts land clearing debris and wood waste. The wood waste will be processed and delivered to facilities with industrial boilers that use wood to generate energy in place of non-renewable fossil fuels. The facility does not accept food waste. The facility has not proposed any changes to its current operation.
S&H Cornelius has operated as a Metro-licensed yard debris composting facility since 2013. Prior to that time the site operated as Northwest Environmental & Recycling, Inc. which held a Metro license since 1998. The property is zoned M1 – General Industrial and the proposed use is allowed outright in this zone by the city of Cornelius. The facility holds a Department of Environmental Quality (DEQ) Solid Waste Disposal Permit and a 1200-Z Industrial Stormwater Discharge Permit.
A copy of the license application can be downloaded from the link below. If approved, the renewed license would take effect on Jan. 1, 2023 and remain in effect for five years. Metro will respond to the comments received during the public notice period as part of a staff report which will be posted to this page when available.
