July 1, 2024 update
Metro held a public comment period on a new solid waste facility license application for Columbia Recycling PDX from April 18 to May 17, 2024. Metro received one comment during the comment period. Metro issued a new solid waste facility license to Columbia Recycling PDX to operate the facility. The term of the license began on July 1, 2024 and will expire on June 30, 2029. The license, staff report and comments received are now available.

Description of facility and application
Columbia Recycling PDX submitted an application to Metro to renew its solid waste facility license. The facility’s current license (No. L-187-19A) authorizes Columbia Recycling PDX to receive recyclable materials such as cardboard, plastic and metal for sorting, consolidation and transport to recycling markets. The facility also receives and processes full beverage containers to remove the liquid and consolidate the aluminum for recycling. The consolidated liquid is provided to dairy farmers as a supplement to animal feed. The facility has not proposed any changes to its current operation.
Columbia Recycling PDX has been licensed by Metro since 2019. The property is zoned General Industrial (IG2) and the proposed use is allowed outright in this zone by the City of Portland. The facility holds a Solid Waste Disposal Site Permit for a Material Recovery Facility, a Waste Tire Carrier Permit, and a 1200-Z Industrial Stormwater Permit, all issued by the Oregon Department of Environmental Quality, and a Commercial Feed License issued by the Oregon Department of Agriculture.

Metro will respond to the comments received during the public comment period as part of a staff report which will be posted to this page when available. Metro may add additional requirements to the license based on the comments received. If approved, the new license would take effect on July 1, 2024 and remain in effect for five years.
