Metro manages the garbage and recycling system for the Portland region with a focus on protecting the environment, protecting the public’s health and getting good value for the public’s money. Decisions about the system are informed by a range of information, including what is collated in Metro’s annual solid waste forecast.

This forecast includes the amount of garbage, recycling, yard waste and food scraps that businesses and residents of the region are likely to generate in the year ahead. It also evaluates economic factors and historical trends that influence the amounts and types of waste generated within the region.

This information helps the Metro Council make sound decisions about how to best manage the garbage and recycling system and how to achieve goals set by the Oregon Legislature to reduce waste. The forecast also informs the rates for fees and taxes that pay for recycling, education, cleanup and waste prevention programs, Metro’s solid waste operations and some general government functions of Metro.
