Are you a residential landlord interested in playing a role in addressing our region’s affordable housing and homelessness crisis? There are several programs designed to incentivize and reduce the risk of participation for landlords who house people with barriers in their rental histories.
Two programs are available to qualifying landlords whose tenants are housed through Metro’s Regional Long-Term Rent Assistance Program (RLRA), which is paid for by Metro’s supportive housing services (SHS) fund and administered by the region’s Public Housing Authorities. These two programs are the Risk Mitigation Program (RMP) and the Landlord Incentive Program.
Additional landlord incentives, funded by the State of Oregon, include the Housing Choice Landlord Guarantee Program and the Rent Guarantee Program. Benefits of these two program benefits may include
- Financial incentives per-unit rented
- Financial assistance for repairs required to pass a move-in inspection
- Funds to cover needed repairs post move-out, legal action and/or unpaid rent.
Regional Long-Term Rental Assistance (RLRA) incentives
- Participating landlords may receive reimbursement of up to $1,000 for repairs required to pass move-in inspection that are over $500
- An incentive payment of $500 is available to participating landlords for each unit rented to an RLRA household
- Participating landlords in Clackamas County and Multnomah County may receive vacancy payments for units they reserve for RLRA households.
RLRA voucher holders have access to additional renter stability benefits including:
- Renters insurance
- Utilities assistance
- Case management support
- Housing stability flex funds
- Rental application fees.

RLRA Risk Mitigation Program (RMP)
All landlords participating in RLRA program have access to a RMP that covers up to $5,000 per household, at any point in the tenancy, for:
- Unit repairs beyond normal wear and tear
- Legal fees
- Limited uncollected rental payments, late fees, and lease break fees.
Total claim limits on repairs to non-RLRA units, if the damaged resulted from actions of an RLRA participant, is $25,000 (up to $5,000 per unit).

Housing Choice Landlord Guarantee Program
This program provides financial assistance to landlords to mitigate damages caused by Housing Choice Voucher (also known as Section 8) tenants. This program:
- Provides financial assistance to landlords
- Mitigates damages caused by tenants as a result of their occupancy.

Rent Guarantee Program
The Rent Guarantee Program (RGP) is a state-wide initiative that provides incentives and financial assistance to landlords who rent to low-income households that have completed tenant readiness education. The RGP guarantees payments to landlords for:
- Unpaid rent
- Eviction costs
- Property damage.
