The City of Portland Revenue Division is now administering two new tax programs on behalf of their partners Oregon Metro and Multnomah County. Metro’s Supportive Housing Services (SHS) Income Tax Program and Multnomah County’s Preschool for All Personal Income (PFA) Tax Program are effective January 1, 2021. The programs went live for withholding, quarterly estimated payments, and registration on March 29, 2021. Annual filing for 2021 will be available in January 2022.
The SHS Program was approved by voters in May 2020 and is the first business and personal income tax for Metro. The program is a 1% tax on personal taxable income over $125,000 for individuals and $200,000 for those filing jointly, and a 1% tax on net income for businesses with gross receipts above $5 million. It will fund supportive housing services for people experiencing or at risk of experiencing homelessness.
The PFA Program was approved by voters in November 2020 and is a personal income tax program for Multnomah County. The Revenue Division already administers the County’s business income tax program. The program is a 1.5% tax on personal taxable income over $125,000 for individuals and $200,000 for joint filers, and an additional 1.5% on personal taxable income over $250,000 for individuals and $400,000 for joint filers. The funding will establish a tuition-free, high-quality preschool program in Multnomah County.
Businesses, employers, and taxpayers are encouraged to talk with their tax preparers to plan for these taxes. You can remit payments and/or register at Portland Revenue Online (Pro.Portland.gov).
