Metro is proposing amendments to administrative rules for banks and certain financial institutions to align with state regulations regarding the sourcing of business income. Its intent is to provide greater administrative ease for taxpayers and processors. These rules were adopted by Metro Council in summer 2021 as part of the supportive housing services tax implementation.

For more information on the public hearing, visit the City of Portland's business tax administrative rules page. Metro's chief operating officer will then consider the adoption of the proposed administrative rules, and they are effective immediately upon adoption.
