2028-30 RFFA Step 2 – call for projects
The next round of regional flexible funds are available for 2028 through 2030. While 2028 may seem far off, it is necessary that projects are selected by summer 2025 to prepare the awarded projects for the federal funding process.
The call for projects starts in fall 2024. Like previous cycles, cities, counties and parks districts will submit applications for federal funding for local transportation projects that align with the region’s funding priorities. The amount available for Step 2 is in a range of $47 to 60 million, and the call for projects is scheduled from Sept. 6 to Nov. 15, 2024.

Application handbook
The application handbook is the guidebook and instructions booklet for the 2028-30 Regional Flexible Fund Step 2: Call for Projects. The handbook includes:

Online application tool
The online application tool for the 2028-30 Regional Flexible Fund Step 2 Call for Projects is available for applicants to begin submitting applications. All applications are due Friday, November 22, 2024 by 4 p.m. To apply:

Office hours
Metro staff and EcoInteractive staff are available each week for drop-in office hours to support applicants with navigating the online application tool or the application questions. To join the regularly scheduled office hours, use the Zoom link.
Office hours are weekly on Thursdays, 1 to 2 p.m., Sept. 19 through Nov. 14, 2024.
Letters of intent
A pre-application period ran from Aug. 12 to Aug. 23, 2024. During the pre-application, interested cities, counties and parks districts submitted their letter of intent to apply for Regional Flexible Funds and listed their potential applications. Eligible agencies may not apply for every project identified in the letters of intent.
