January 1, 2024 update
Metro held a 30-day public comment period on a new solid waste facility license application for Diversified Marine, Inc. from October 2 to October 31, 2023. Metro received three comment during the comment period. Metro issued a new solid waste facility license to Diversified Marine that became effective on January 1, 2024 and will expire on December 31, 2028. The license, staff report and comments received are now available.

Description of facility and application:
Diversified Marine, Inc. (DMI) applied for a new Metro solid waste facility license to operate a material recovery facility that receives and deconstructs derelict marine vessels. The United States Coast Guard transfers derelict vessels under ownership by Oregon Department of State Lands to DMI. Once at the facility, the vessel is secured in a contained dry dock where contractors remove municipal garbage, and other wastes that require special handling such as asbestos, PCB containing materials, and wastewater. Wastes are separated by type and transported to authorized disposal facilities. DMI then cuts the vessel into sections for transfer to a metal recycler. All work is completed in a contained environment to ensure there are no discharges to waterways.
DMI is an existing vessel construction, repair and deconstruction business. The property is zoned General Industrial 2 (IG2) and the proposed use is allowed in this zone by the City of Portland. The facility also holds a 1200-Z Industrial Stormwater Permit issued by the City of Portland. The facility has applied to the Oregon Department of Environmental Quality for a Solid Waste Disposal Site Transfer Station/Material Recovery Facility permit.

Metro will respond to comments received during the public notice period in a staff report, which will be posted to this webpage when available. If the application is approved, Metro will issue a new solid waste facility license to DMI. A standard Metro license generally has a term of five years. Metro may add additional requirements to the license based on the comments received.
