The Metro Charter requires that a standing community advisory committee be established and maintained by the Metro Office of Citizen Involvement. The Public Engagement Review Committee serves as a key component of Metro’s efforts to develop successful public engagement processes.
Committee activities include:
- Reviewing and making recommendations on Metro's engagement practices and the Public Engagement Guide
- Reviewing the annual public engagement report
- Making recommendations to the Metro Council about engagement priorities.

Membership
The committee includes at least three at-large community members, three staff or board members from local community organizations and/or business community representatives and three public involvement staff members from Clackamas, Multnomah and Washington local county governments.
Criteria for the selection of community member and community organization representatives include:
- Community service: Demonstrated commitment to meaningful community involvement
- Diversity: Collectively representative of the geographic and demographic diversity of the greater Portland region
- Equity: Demonstrated commitment to the advancement of inclusive outreach strategies that advance racial equity and make space for people of marginalized identities
- Experience: Demonstrated skills, knowledge or experience valuable to support Metro’s public engagement principles
Member recruitment occurs annually for one-third of the community member and community organization positions. Local jurisdiction representatives are appointed by the sponsoring county.
