Description of facility and application
Metro issued Solid Waste Facility License No. L-102-20 to Recology Portland Inc. to operate the Suttle Road Recovery Facility, an existing recycling facility, which became effective on July 1, 2020, and expires on June 30, 2025. Metro has a longstanding practice of providing public notice and a 30-day comment period for a license renewal application before deciding whether to approve or deny it. However, Metro delayed the public comment period for this license by six months due to the COVID-19 pandemic. Metro is soliciting comments on this application from Oct.1 to 30, 2020, and may amend the license based on new information received during the public comment period.
The Suttle Road Recovery Facility is a material recovery facility authorized to accept and sort construction and demolition debris such as wood, metal, plastic and concrete for the purpose of recovering recyclable materials. The facility is also authorized to accept residential yard debris containing food waste for consolidation and transport to authorized compost facilities. All waste related activities are conducted within an enclosed building. Recology is required to collect a community enhancement fee of $1.00 per ton of residential yard debris containing food waste accepted at the facility. The community enhancement fund supported by the fee is used to fund programs and projects that build community for all North Portlanders.
Recology, Inc., headquartered in San Francisco, California, is the parent company that owns Recology Portland, Inc. and Suttle Road Recovery Facility. The Suttle Road Recovery Facility has operated as a Metro-licensed facility since 2009 and has been authorized to accept residential food waste for reloading to a compost facility since 2011. The facility property is zoned Heavy Industrial and operation of this facility is allowed in this zone by the city of Portland. The facility holds a Solid Waste Disposal Site Permit issued by the Department of Environmental Quality (DEQ) and a 1200-Z Stormwater Discharge Permit.
